  7.     If the economic blockade against Iraq does not bite quickly
  8. enough, and Bush decides he would like to raise the ante
  9. without launching an attack, he has an intriguing option: cut
  10. off the water. Iraq's major rivers wash down from Turkey and
  11. Syria, two nations that are part of the alliance against Saddam
  12. Hussein. Turkey, which has already cut off key Iraqi oil
  13. pipelines, is in the better position to severely disrupt the
  14. flow. With some effort, the Ataturk dam on the Euphrates River
  15. could be used as a plug on the crucial water supply, and there
  16. are already enough antiaircraft missiles in place to defend
  17. it from Iraqi bombers. Another, more wasteful proposal is
  18. simply to divert feeder rivers into desert areas. U.S.
  19. officials are aware that the Iraqi regime worries about a
  20. cutoff: in the early days of the crisis, Baghdad pointedly
  21. warned Turkey not to tamper with its water.
